This is one of the two construction product groups that were subject to proactive market surveillance under the Law on Construction Products in FBiH and the Law on Construction Products in RS. Implementation of the market surveillance began in 2025.

Objectives of the proactive market surveillance of thermal insulation products for buildings were monitoring of implementation of the Law on Construction Products in FBiH (Official Gazette of FBiH, 78/09) and the Law on Construction Products in RS (Official Gazette of RS, 5/12), as well as market monitoring and withdrawal of non-compliant products from the market of Bosnia and Herzegovina.   

During the implementation of proactive surveillance, 11 inspections were carried out.  They included administrative verification of documentation, visual inspection of the products and laboratory testing of samples. In total, 8 types of thermal insulation products for buildings were inspected. Out of the total number of inspected products, it was found that 6 types (75%) were not compliant with the laws on construction products, while 2 types of products (25%) were compliant with the laws on construction products.  

Proactive market surveillance results indicate that most thermal insulation products for buildings placed on the market of Bosnia and Herzegovina are non‑compliant with the applicable regulations.
